Super Admin list of District 79 schools used by new plans and user dropdowns.
/admin/schools. Principals cannot add or rename schools. New-plan and user-management dropdowns read active catalog rows (GET /api/admin/schools?active=1).
The first Super Admin list load upserts the static District 79 names plus any names already on users or plans ($setOnInsert only — deactivated rows stay deactivated).
